The F-35 joint strike fighter is the most expensive weapons program to date. A recent Government Accountability Office report shows that cost overruns in the first four procurement contracts were more than 1 billion over budget combined. But the Air Force is sticking with it and will just have to settle for fewer planes. You'd think Lockheed Martin might face a penalty, lose the trust of the government to be awarded contracts. But in fact, Lockheed just secured a major strategic win in the Obama Administration's 2013 budget request. Brave New Foundation's Derrick Crowe explains.
